SB 538 Withdrawn July 6, 2018 General Hospitals SB 538, a bill that would have prohibited large health systems from requiring health insurers to contract with all their hospitals and affiliates, has been withdrawn. The California Medical Association (CMA) was opposed to the bill because it would interfere with contract negotiations between hospitals and health insurers, and had the potential to leave patients to deal with fragmented hospital networks.
