Health Net Delays Modifier 25 Change May 7, 2018 General Reimbursement Health Net is delaying its proposed reduction in modifier 25 and emergency services payments for its Medicare and Medi-Cal lines of business until July 1, 2018. The change was scheduled to go into effect on May 16. The California Medical Association (CMA) met with Health Net to request that the policies be rescinded and, following the discussion, Health Net agreed to delay implementation to allow time to review provider concerns over the new policies. Health Net will, however, proceed with eliminating reimbursement for consultation codes (99241�99255) beginning on May 16.
